For bottom tree (pathfinder), gives extra damage due to extra shots. Nice, but groundbreaking or anything.
For top tree (trapper), gives super (and other ability) energy back, allowing you to super more commonly.
With Trapper, the right situations with a constant stream of enemies you can get your full super back. You can have 100% uptime on tethering a spawn point in Altars of Sorrow for example, which is easy crowd control, more damage against the nightmares, and generates tons of orbs for your teammates. Even just getting half your super back from a single wave of enemies in a strike or something can generate plenty of orbs for your team and let you use it an extra time or two.
Hits with the Moebius Quiver triggers a weaken effect on an enemy. Not only you'll deal more damage but your teammates will deal more damage as well
