It also has nothing to do with consoles as plenty of RPGs and even FFXV can track plenty of quests/missions/whatever.
You don't have to have the quests that you aren't doing on you, you can drop em and take em later. Things like use x weapon to kill y in z can be dropped cause you have to actively go and do it specifically. Also all the clear raid/specific strike quests are pointless until you're actually going to do it.
for example:
Bounty 1: Kill 50 enemies
Bounty 2: kill 50 Vex
Bounty 3: Score 50 kills with Arc damage.
Sollution: Kill 50 Vex with an Arc weapon. All three bounties done.
The more bounties you have, the more such synergies you'll get. Simple math.
Bungie wants to padd out the gameplay as much as possible, so they limit the number of bounties you can have active at any given time, to limit the possible synergies.
Except that for some quests that you get we have no idea where they came from, they just show up in your list. So if you drop them you might not be able to get them back.
It might be easier if instead of dropping them we could move them into a second - unlimited - list of dropped / "not working on this now" list.
But I suspect that the limit is Bungie's way to pressure us into quests / modes that we don't feel like or are not ready yet to do. For example, pushing PvE players into PvP or pushing players whose schedule and/or preferences are more suited to solo / matchmaker activities into fireteam / clan activities.
Extremely annoying, but it seems to be part of the core design and unlikely to change.
For example, the pinnacle and ritual weapons quests are massive time sinks, I hoped to progress most of them with incidental play, and only focus on the more unique elements of them when I have the grinds out of the way, a small piece at a time.
But now, since we have the Dawning, saint 14, Obelisks, more ritual weapons, seasonal catalyst quests, chalice/oven, and ALL the other pursuits/bounties, I run at 63/63 ALL the time.
Since there is now such a long list of maintenance chores to keep you progressing in this game, you either have to chose to neglect bounty synergies or pinnacle quests or seasonal activities, with the full knowledge that some rewards will be gone forever if you invest your time 'incorrectly'. More space = more synergy of quests/bounties = more progress in the same time.
Perhaps seasonal activities and pinnacle/ritual weapon and seasonal exotic catalyst quests can be placed on their own unlimited areas (maybe add the inventory catalyst quests here too), since they are very much finite in number. This would give players a pool of regular quests/bounties that no longer fills up more and more if you cannot get through them faster than they are added.
