Telesto available again?

My brother just used it, so its available now? Why can I not find this information online? Also, is it still busted? Because he said that he sees a lot more supers in iron banner again.

It was mentioned in the patch notes for Thursday’s hotfix

As far as I know it isnt busted

When I do the quest, with the 4 keys, and shoot the drones, yesterday at least , I don't get an update on the quest :/
