I think you can only forge so many legendary frames per week. I have the same thing, so you may need to wait until Tuesday reset.

You can only forge two different weapons per week. The first time you buy a frame it costs a ballistics log (which you can only obtain 2 of per week), then you can buy additional copies of that frame with mod reports.

The idea is that you pick a frame and farm that weapon over and over until you get one with the perks that you're looking for.
