Most the games you listed are Microsoft studios made games, so if you didn't know Microsoft owns windows, windows store. Do you get the idea now? The first game listed in the link you gave is Rocket League which you have to pay for on PC and Xbox, just like Destiny. Sorry I just can't handle stupidity sometimes.

wow look at all those microsoft games....I didnt know the Final Fantasy, Resident Evil series, Middle Earth and Marvel fighting games were a MS brand. glad people love reading what they want to read. these are ALL cross platform purchases. Maybe you should put some actual thought in what im trying to convey, instead of trying to act smarter then me. Because clearly you have no idea what they even offer. Nowhere does it mention those games have to be exclusively bought through MS.

Put simply, Xbox Play Anywhere allows gamers to buy a single digital license for supported titles, for use on Xbox One and Windows 10. Save data and achievements all also automatically synchronize between devices if Xbox Play Anywhere is supported, allowing you to take your games on the go effortlessly.
Do all Xbox games support Xbox Play Anywhere?
No. XPA is an additional feature for games implemented by choice and isn't forced on any Xbox One or Windows 10 titles. That being said, a majority, if not all of Microsoft's upcoming in-house titles support the program. Third-party adoption is increasing, although at a slower rate.
Which games will support Xbox Play Anywhere?
As of publication, nearly 30 games currently support Xbox Play Anywhere, with several more expected to be on the way in the months ahead. All of Microsoft's biggest releases since mid-2016 have supported Play Anywhere, including Gears of War 4, Forza Motorsport 7 and Halo Wars 2. Its funny how not all those games are PS in house studios that FORCE you to buy 2 licenses. They must have been illegally giving away an extra copy for your other platforms when you bought it on a different system in the PS line of consoles. Man..You sure know whats up. Glad we have people like you to clear up rightful info with misinformation.

what is Playstation Cross-Buy
Many games are available on more than one device in the PlayStation ecosystem. That ecosystem is currently composed of the PlayStation 4, PlayStation 3, and PS Vita.
If a game is available on more than one PlayStation device, the game’s developers have the option to make it support “Cross-Buy.” That means customers only have to buy the game once in order to play it on any compatible PlayStation device they own.
For instance, if you buy the game Resogun for PS Vita, you’ll also be able to download and play it on your PS4 for no additional cost. Even if you don’t have a PS4, the game will stay in your account, ready to be downloaded if you buy a PS4 next month or next year.
maybe you should email them and mention their programs are supposed to be making people buy products more then once, because you and a couple other people here say so. You know, since it explicitly states you do NOT have to buy 2 licenses. Let me know what they say, i would love to hear it.
Sweetie, sweetie. You've outright ignored the point that both programs are "cross platform" only in the sense that they only give you license via their own storefronts on their own platforms. They aren't true cross platform sales or purchases in any way. You've gone out of your way not to address the fact that we're talking about third party developers over two distinctly different storefronts (PS4 --> Steam).
Those programs don't give you a copy on their console if you purchased any of those titles on Steam or other consoles. MS only offers a comp through the Windows Store, Sony only gives copies of games on other PSN Store devices. You're dancing around the context and trying to make a point while ultimately just proving we're correct here.
