Power level should affect all damage you deal, should you have 100 or less power level than the enemy you will deal no damage to them, and by that, the higher the power level the more damage you will deal.
I been reading source that power level affect damages in any level advantage (only crucible isn't level advantage afaik), as said above, it does affect damage

however some ppl mention that advantage that you have against super low leveled in pvp just affect for 50 levels, i don't sure about this tho, just keep going up :D

solution: infuse weapon you comfortable with with the high power level :D
The new starting point of 750 is so much higher than the recommended level of like 99% of the content, that you'll never feel any increase from that point. Everything scales with you, so once you're about 30-50 power above the recommended level, you'll still feel the same even when you're 300-500 above.

But some content is scaled even higher than 750, like Moon lost sectors, Nightfalls, Shadowkeep missions, etc. Try doing these at 750 and you'll struggle, you might not even be able to damage some enemies. You will definitely feel the increases here, as you break even, and then rise above the recommended levels.

No, weapon's power lvl does not matter. Weapon power lvl contributes to your total average power lvl. Weapon with a higher power lvl does not deal more damage. What matters is your average power lvl. If you are below the power lvl of the enemies you are facing then they are stronger. If you are above their power lvl you get a slight advantage against them but I think it caps at 20 lvls.

so is it the average power level that matters or is it the power level of a specific weapon/armor
No, it does not.
It only matters if it is inferior. If it is superior, you won't notice any significant difference.

Only average matters.
The average power level doesn't matter because all enemies scale up to you.
But if you ask like this, yes, it matters. If the enemy is on your average level, 900 for example, and your weapon is level 850, you deal far less damage to the enemy.
