Sadly no. Destiny doesn't offer that. You have to make sure your character looks the way you want it before making any mentionable progress on that character because the only way to change it is an entirely new character.
Why should it be in the game? Don't ♥♥♥♥ around with your character creation, it's an MMO RPG.
If this game isn't about fashion, it wouldn't have that much of cosmetic items
if you've made your character look really dumb/silly, you might want to change it to something you like, or at least won't hate during initial creation as it's something you'll be stuck with forever.
Maybe you should have taken the time to make a better character?
Sometimes what looks good in the character creator doesn't look as good running around or in cutscenes. I had to remake my hunter at one point, pre-steam, which required redoing half of Red War, because they looked derpy to me during cutscenes.
It's only the markings i wanted to change. But the light during character creation is odd, so there is no way to really what the skin colour will be normally. Add to that i couldn't find a way to rotate the character (is there?) this meant i had no idea what there side or back what look like before it was permanent.
I've already spent 20+ mins looking at my character, still boggled that in 2 years they haven't thought of this.
There is no character re-creation, but there are two ways to circumvent your dislike to your character. Either A.) Find a good Helmet, then go into you Gameplay Tab in your settings, and change your Helmet from "Off in non-combat zones" to "Always On." Or B.) Put all your gear on your current character in the Vault in the Tower, then make a new character. You'll be able to pick up all your gear and resume where you left off.
