How do we move weapon types to different slots?

Specifically I'd like to move my shotguns down to my 3rd slot but since they have kinetic I can't move them? What happened to being able to have different weapons in each slot? Did they just simply double down then on the same old damage type limitations for determining which gun goes where?

Also I noticed all my rare blue gear was completely removed! I had some good weapons too with the shader I wanted on them.

you never could move weapons from slots,the slots are kinetic, elemental and heavy weapons

No, you have 3 weapon slots for Kinetic that does physical damage, Energy that does damage to Shield effectively, and Power that does excessive, or machine gun.
The first two can interchange, only if you loot the correct damage type for the slot.

Well yeah, but my old shotguns I frequently used got moved from the power slot to special and kinetic. I hadn't played since after forsaken was originally announced so I wasn't here for when the whole weapon slot class alterations took place.

Stinks though that we can't just simply be given free control over what gun we want to put in which slot. Like being able to put a shotgun in the primary or 3rd slot regardless of damage type, or if we wanted to move pistols or smg's to 3rd slot while having an LMG in 2nd. Or even do a full kinetic or full energy loadout, things like that.

problem with that being there are no kinetic heavy weapons in the game. the system brought in with forsaken was designed to bring back the destiny 1 system with a little more flexability which allows you to run 2 special ammo weapons 1 heavy ammo weapon if you choose. the reason they moved your shotguns to the special slot from heavy was to free up the heavy slot for more tradition heavy weapons to be used. with year 2 the whole meta changed so stuff you used in year 1 may aswell be thrown away for new stuff with better rolls
