yes because even then you will likely see other players NOT doing the campaign in world, doing other things, or at world vendors, or in social areas like the farm or the tower.

i had this issue too, apparently if you have your network setting (Ipv4 and DNS) not on DHCP you cant login to the server. hope this helps
