Morale can be countered by paid R&R Ops in settlement, or keeping your mercs healthy, undamaged and doing nice Headshot kills.
The first hours are rough, gotta chew through!

He has to be bugged right? Whatever I do, his morale is always Abysmal (-3 AP!), never goes above that anymore. Even when well-rested.

His perks don't mention anything about that, only that he has low morale underground but I'm not underground.
