I had Barry ask for more because he didn't know me. Same with Raven. Hitman asked for more because he heard I was rich. MD asked for more because I already had Steroid and he was going to need therapy after being made fun of. Igor asked for more during a re-up saying he was better now and worth more. And then I have also had guys that were online just refuse to work for me. Igor in the party trying to hire Steroid and he won't join period. Reaper would not join me either and didn't really give a reason.
I ended up pulling the trigger and just starting a new game with a mod that allowed my to pick her intel skill for my custom merc.
Edit: The mod doesn't work. Turns out Livewire's ability requires for her PDA to be in her inventory to function.
Called her a couple days later, and she dropped her price.

There are unique talents, nearly unique traits, unique items, and perks; Livewire gets to triple dip with her unique talent, the rare Scoundrel trait, and her unique PDA.
Livewire flat refused to work for me because I had cops in my squad (Raven and Raider).
In the beginning Grunty refused to be hired because "I didn't have experienced mercs" (gotta level up your dudes to hire him).
Fidel straight left my team (refused to renegotiate) because I didn't use him enough to kill enemies.
Scope only agreed to be hired for a week, because she didn't want to be away from her children long.
Etc.
Mercs can also randomly increase their fee, at hiring or at extension, citing various reasons. Mercs also consider your actions and choices so far in the game, and they increase their fee or flat refuse to be hired if they don't agree with your methods.
Mercs also have personal likes and dislikes for other mercs, which can result in morale boost or loss, or even if they can be hired or not. Barry likes to work with his mentor Red. M.D. asks for a much higher fee (for therapy) if Steroid is on the team. Raven likes to work with her husband Raider and vice versa, and if you also have the sleazeball Hitman on the team, there's gonna be some emotions flying (the Higgins' both hate him because he hits on all the women). Scope and Shadow have a professional rivalry going on.
You can also coax Gus - the best legendary merc - out of retirement by hiring one of his "old dog" buddies, like Ren or Scully.

It's ridiculous but fun.
I love her lines in General and her whole charakter but especially the one when they dig around in the Graves and she resents it until they find some nice stuff. Love her.

Livewire and Kalyna have become two of my favorites.
I originally took them because they were the only ones I could afford. Intended them to be a placeholder for Fox and Raven...and maybe i'd keep one of them on so i'd have a mechanic.
By the time Fox and Raven became available I couldn't stand to let either of them go. And didn't really need to.
Buns had already proven a solid Sniper and capable Medic(Doing BOTH the jobs I wanted Raven and Fox for), and having two mechanics made my Weapon/Armor repairs fly by. And both were solid fighters too. Kalyna was a good backup sniper with her starter rifle, and Livewire's ability to milk extra intel on hacking was helpful. And she wasn't bad with an SMG either. And her Scoundrel Perk, combined with Meltdown's Psycho and Buns negotiatior gave me all the dialogue perks in one squad.
And they have the funniest one-liners. Kalyna thinks she's in a D&D Larp, and Livewire begging nobody to shoot her or grouching about being put on overwatch. lol
If my next playthrough wont let me have both at the start I will keep resetting until it does.
she isnt in D&D larp. she is a kid who grew up on stories of heros and monsters in Russian folklore so she's seeing it all through that lens. So i guess we both right - she is imagining some of this stuff to stifle the stress i guess?
