What I did personally is I started a new game with the "Prince Knight" trait so that I had 1+ heart with every princess, then I did Mermaid Princess's entire questline all the way up to "Deep Investigation" where you can't advance anymore, and finally got a Shorty Special from the goblins and got her pregante. Then just waited for progeny to be born and eloped with her. Unfortunate thing is this ONLY works if you have the Prince Knight trait, otherwise no other way that I know of to raise her relationship.
The other more tedious method that MAY or MAY NOT work (because I didn't get a chance to test it), is to get the "Ghost Veil" drowry from GhostP, and then to either invade or wait until Mermaid kingdom is being invaded by Finheads to then save her.
To get the Ghost Veil you'll need to either recruit GhostP into your party and then interact with her at your camp(i think) or to save GhostP from dog princess's freak outs(i think).
I can't confirm that information since honestly, I heard most of this from other players and by putting together bits of vague information from the Wiki so. Plus never got a chance to test it out since I decided starting a new game would be easier.
