Yes, but players of the old game will be given a code that they can use to unlock an exclusive reward in the new game.
How much we bet that this "reward" is a customised design for the cards.

The developers saw that they had a very loyal community and the best way to thank them, was to "force" them to pay for a new game because the "old" one is going to disappear.
As far as I understood it stays on Steam. With all the dlc. (Like all your 'old' games that are no longer on sale and/or supported by the devs/publisher). If you change PC or uninstall it on your actual PC you can always reinstall it and play it. That's an included service from Steam, independend from the publishers.
Another thing is that the server for multiplayer is no longer available after a few month's (see the notification of the publisher). That means that you can't play multiplayer anymore.
The wording on this is suggesting we wont be able to download it if we need to reinstall the game...?
Yes it is not 100% clear.
But as far as I know all games on Steam can be re-downloaded 'forever'. It's Steam that gives you this service. It's a service for the players and independent from the publishers. A publisher can stop selling the game (via Steam) to new players but can't make it impossible to play and re-download your copy of the game.
