Improving the CPU will only provide a minor benefit, primarily from the difference in clock speed. You will not gain anything from adding additional cores or make use of the CPU's other capabilities.
RAM is vital in Arma III. Every object consumes RAM. While the game may function with only 8 GB of RAM, you would not enjoy the experience. I would highly recommend using an absolute minimum of 16 GB. 32 GB would be even better. This is where you will see the biggest improvement in performance.
Arma III is also not graphically demanding. An RTX 3060 is overkill for Arma III. You could easily run the game with an old GTX 1070 and not experience any problems.
For Arma III, my recommendation would be to drop the RTX 3060 down to a 2060 and use the savings to add another 16 GB of RAM to bring it up to 32 GB. You will see some improvement using an i7 over an i5, but not as much as you might hope.
Alternatively Ryzen 5 equivalent, I guess (5600/5600X). Or wait a little while longer for the X3D's.
But hey, if you get a really good CPU you can look forward to using it on Arma 4. Seems like it's getting closer since they did that Enfusion engine reveal a month ago.
It is possible to get 60 fps with only 16 GB or RAM, but you have to limit your View Distance to a maximum of 2.5 km. Even then expect your fps to drop by 20 to 30 while flying.
Arma III is poorly optimized, and that is a problem, but the CPU is not the reason for the drop in fps. Nor is the graphics. The ideal amount of RAM for Arma III is 32 GB, and the absolute minimum should be 16 GB.

I have 64gb 3600mhz ram (I run virtual machines).
If nothing is happening in game, I get 120fps.
But as soon as a lot of AI move around and action is happening I can drop down to as far as 10fps. That is with draw distance set to 1.8km.
Im hoping the Enfusion engine is better optimized and can utilize both CPU and RAM better.
