Yes, you need a microphone, and the Voiceattack software with their profile imported into it. It's based on Microsoft Speech engine, you have to train it by speaking some texts. Sometimes you need to correct the profile by adding the words it interprets being phonetically the same, instead of what you tried to say. ("ate" vs "eight", "two" vs "to" and "too", "bino"(culars) vs "by no") The price might hold you off, but the profile works together with a bunch of mods.
It does have Voice chat or voice over network, but not speech recognition.
