There is also the Dynamic Universal War System (DUWS). You don't really do any base-building, but you can establish new FOB locations where a small base is added. You also earn Command Points by taking and holding sectors, or completing random missions.
DUWS is also entirely programmable, so you set up how many enemy zones, their size, how good or bad the enemy is, and determine your initial strength. The enemy is also mustering forces against your positions. So you need to think strategically while fighting tactically.

Do a search for DUWS in the Workshop to find other maps and versions of that are included.
The original creator Barbolani has his mission on the Workshop: https://steamcommunity.com/sharedfiles/filedetails/?id=378941393 There are Antistasi missions for other terrains, and also a WW2 version. Personally I didn't play them much because it is not as stable as the following one.

They have a larger team of developers that update their fork of an older version of Barbolani's more frequently. And the changes make more sense to me. It's more stable, but also quite hard for small teams/solo. They also have a much larger set of terrains supported. And not those that are not suited for them. There are more forks of Antistasi that may appeal to you. Just search the workshop for the keyword Antistasi.
There is also Vindicta, but I personally never played it. Only watched videos of it some years ago. I don't know the current state of it. But it is something you can investigate too.
