Meaning, if you do not own the Heli DLC, you can still fly the Ghosthawk and the Littlebird, but you can not fly the Chinook. Same for the Tanks DLC: You can use the Merkavas, and the Black Eagle, as well as the Leopard, but not the Rhino MGS, the Armata or the Wiesel.
Some items may be locked behind larger DLCs, such as Apex, in which case they are clearly labeled as such in the editor. One such example are the light strike vehicles, or the jungle variants of vehicles pre-existing in vanilla, though the limitation on these is questionable as you can just adjust their skin in the Garage.
Further more, if a helicopter or a jet is from a MOD, then this mod would have to be poorly configged for you to require a DLC outright. I've seen one such map - requiring the Apex DLC due to config mess where any and all Apex DLC map assets are made free to use by anyone so as to not fragment the community over much.
On their own, they may seem not worth it. However, at the time, they came with platform updates (which were 100% free) that dealt with aspects of what the DLC was focusing on: Heli DLC had fire from vehicle and a new flight model, Marksmen brought bipods among other things, Jets improved on the systems and flight models as well... Karts is the odd one out, really, as it was a test bed for this DLC model. As I recall, it was originally an April Fool's that the community wished to become real - and so it did. That one has been in a give away at least once since, however.
