Apex comes with a huge tropic island and many extras (factions, vehicles, gear). Must have, if you like Arma3.

Tanoa is a lovely map, but unless you actually play it the APEX DLC is not gonna be worth it for you.

Depends on your budget. Base game get's you some gameplay ofcourse. And plenty of mods in the workshop to keep you occupied for a while if you need more. But without Apex you can't play on the Tanoa (Jungle) terrain. Comes with a campaign of it's own. And some other features which you can find on the product page. Same goes for Contact, without it you cannot play on the Livonia terrain. That is basically the major limitation. Gear and such of these DLC you can try out in the VR-environment in the base game, and in the editor but maybe with some nag-watermarks.

What about the rest of the content? Most people recommend Apex not for the map but the rest of what it has to offer!

Apex edition bundle includes other DLC: Aside from the base game and Apex DLC it comes with Karts, Helicopters, Marksmen.

Steam store explains what the features are:

If you were planning on buying the APEX DLC, getting while it is 66% off is the ideal time to buy. As you probably can tell, it is the most recommended of all the DLCs.

Arma III initially comes with two Greek island maps. So it has a more arid Mediterranean feel to the weather, flora, and fauna. The APEX DLC adds a very detailed tropical jungle island chain. It would be placed northeast of Australia if it actually existed. It also comes with retextured content befitting a jungle environment.

I would definitely wait until the DLCs went on sale (like now for APEX) before buying them.

Other than APEX, I would also recommend the Marksman, Jets, Helicopter, and Tank DLCs. You can still ride in the jets, helicopters, and tanks without the DLCs, but you can't operate them or use any of their weapons.

If you have absolutely no intention of ever flying, then give the Jets and Helicopter DLCs a pass.

Tac-Ops and Laws of War DLCs are nice if you are into building your own missions and want as much content as possible. The same is also true with the Karts DLC. Not really useful outside of content for other missions.
