Arma III initially comes with two Greek island maps. So it has a more arid Mediterranean feel to the weather, flora, and fauna. The APEX DLC adds a very detailed tropical jungle island chain. It would be placed northeast of Australia if it actually existed. It also comes with retextured content befitting a jungle environment.
I would definitely wait until the DLCs went on sale (like now for APEX) before buying them.
Other than APEX, I would also recommend the Marksman, Jets, Helicopter, and Tank DLCs. You can still ride in the jets, helicopters, and tanks without the DLCs, but you can't operate them or use any of their weapons.
If you have absolutely no intention of ever flying, then give the Jets and Helicopter DLCs a pass.
Tac-Ops and Laws of War DLCs are nice if you are into building your own missions and want as much content as possible. The same is also true with the Karts DLC. Not really useful outside of content for other missions.
