Ya the debug console only works through the editor.
If you have purchased Special Units, the only way to increase their level is by completing the randomly generated tasks. Each completed task will give each of your units 10 points, which you can spend on their attributes.
As you gain rank in DUWS you will be awarded with additional abilities and support services. However, you cannot manually establish your rank, you must earn it by earning CPs.
