2: yes there are charts of what bandages to apply for each kind of wound. Check the ACE medical docs for that.
Also, our clan prefer the ACE "basic" medical system, which is less hardcore. Just thought you should know of you didnt already. If you already did, sorry for being captain obvious.

2. first elastic, then quickclot. last applied bandage resets reopening settings to itself. but if you have time to stitch it, just go with elastic all the way.
also I do recommend to enable option to use surgical kit on any time - it is easier thet way, to stitch any stabilized part before do next.
2. Yes and no, it depends on the wound, on the bandages you have at your disposal and the ACE medical settings, mostly the ones concerning wound reopening.
If the wound can be stitched immediately to eliminate reopening (read: if you're the medic or if the medic is available to sew), or if reopening is turned off, the best bandage you can use is elastic.
Elastic bandages have the best wound closing values, but will nearly certainly reopen (on some wounds they have reopen chances of 100%) and will do so in as little as 20-40 seconds on some wounds if the randomizer doesn't like you.
Basics and Packing have similar efficiency, their main difference is that Packings will open with a higher chance but after a longer time. Use Packings when a medic will be able to stitch the patient within 15-30 minutes, otherwise basics.
QuikClot has horrible efficiency (meaning you'll need quite a few of them to close a wound) but a very good chance to stay closed even without stitching and if they pop, they do so after a long time. That's the dressing of choice if there's no chance to see a doc soon or if you're bandaging the doc (who can't stitch himself).
