Arma 3 has "Zeus" (Free DLC) which is about as close to RTS as you can get.

You could try finding a ZvZ match where one player becomes Zeus for each team playing (Blufor, Opfor, Indep) and all the rest are players, who zeus gives orders to, and spawns additional assets for them, to try and conquer sectors.

What do u mean by becomes Zeus? Whats the role of Zeus?

The main role of zeus is to alter the mission on the fly.

To become zeus.
A) Join the gamemaster slot to be granted access
B) Join a player slot, that has access to Zeus (Press Y to switch between zeus, and player)

OR for testing
In the editor assign the zeus gamemaster module to a playable unit select that unit in lobby and press Y to access Zeus interface.
