Turning Arma into a top-down strategy game.

I'm not sure if something like this exists as a scenario, but I was wondering if there's something out there that mixes up a dynamic mission generator with a strategic RPG (think Tom Clancy's End Game, or Dawn of War) using the Zeus RTE/GM, with the option as playing as one of the many units in the game (Kinda like how Black Ops 2 did for Strike Missions).
