is it visible when someone else looks for it in the server browser ingame?
are ALL needed ports on your hosting machine open on the correct protocoll? is your connection a real ipv4 one or the infamous ds-lite tunnel?
The thing is, Eir aren't using DS-Lite. It's normal dual stack with public IPv4 and v6 addresses.
I can see my public IP4 address, As you see server from rpt file that server is connected to steam servers...
very weird...
The best try is to check this website https://www.battlemetrics.com/servers/arma3
You need to wait 5-10mins for the server to show online.
Arma 3 server does not support IPv6 or DSlite IPv4 via IPv6 tunnel. You must have a real IPv4 connection.
If you are in doubt, contact your Internet Service Provider.
I'm also having this issue, and not sure why I can't see my server.
EDIT:
I can see my server here:
https://api.steampowered.com/ISteamApps/GetServersAtAddress/v0001?addr=MyIPAddress:2303. I can't see it on that website though. I can join it through LAN right now since I am on the same network right now, but I can't join or find it in the Internet section.
