It has nothing to do with a cheating ban, global ban by battleye, or VAC ban, etc. Its only for idling in a server. (Based on information given) The ban should clear as soon as the server is fully empty. I would also like to point out that having mods, you will be denied entry to most servers (including official ones) due mod verification failures as most official servers (AFAIK) do not allow mods. You'll be kicked back to the menu saying a file failed to validate and needs to be removed or not even told, just end up on the server listing confused.
The file you mention is the RPT log for that session and should be located around this general area "%appdata%/Local/Arma 3/Arma3_[version]_[date-and-time].rpt"
I actually ended up finding this out late last night. All is working as of now, and it does appear I was kicked for AFK, and had to wait until restart. No big deal, it lets me back in now.
I have also removed the 2 mods I did have. I completely removed arma 3 and reinstalled to be safe. I will refrain from using any mods, as it appears you are correct that many servers do not permit the use of mods.

If you want to use mods, you'll need to find a server using the exact set of mods you're interested in without a password. However you're more than likely going to have to host peer to peer, or even setup your own dedicated server.

From what I remember, Peer to peer hosting does not do mod verification atleast as far as I am aware based on old knowledge, so I would recommend using a password for the game and trusting people you play with to use the same mods.

IIRC, the dots on left of the server list per server is indicating if you can join.
"GREEN" means you can join as-is because you have a matching mod set, or are not using mods.
"YELLOW" was something along the lines of mismatching server/client mod version, but you can join. I never really understood yellow very much as I never see it for the servers I join. If it has other logic, then I'm not sure.
"RED" next to a server says you're mismatching mods, or game version and you will be kicked out.
A note though if you use the direct connect menu on the server list, it will always return a "RED" dot at least from my experience even if you're able to join.
