Can't load PAA files

I'm trying to use the terrain builder for a map. When I load Bulldozer, I get all white textures, so I looked through my configs and paths; they're all right. But when I go through my file browser, the materials show up, but the Tex View files are all grayed out. When I try to load it, it keeps saying to pick an application.

i looked at other paa files in other workshops mods and main arma 3 paa files its doing that for all of them. i tried reinstalling arma 3 tools and moving folders.
