Report a translation problem
make sure your folders are set to allow and not deny.
C:\Users\(username)\AppData\Local
right click arma 3 and go to properties
click the security tab
click edit
click on your user
now make sure your user has the ALLOW colum checked for all or them.

1) Re-verify game files via steam [no effect]
2) restart + re-verify [no effect]
3) delete ../steam/../arma3/BattlEye/ folder contents, then re-verify [no effect]
4) added administrator privlages to battleye.exe and battleye_x64.exe [no effect]
5) run battleye unistaller, then run installer in ../steam/../arma3/BattlEye/ folder [effect: changed error to "BattlEye Service installation failed"]
6) reinstalled ARMA3 [no effect]
7) restarted and deleted profile in C:/user/<name>/arma3 and arma3_other_profiles [no effect]
8) restarted and deleted C:/Program Files (x86)/Common Files/BattlEye [Solved Issue]
