Aside from it literally telling you what to do, try Verifying integrity.

Make sure Microsoft visual C++ Redistributable 2013 is installed, or reinstall it, as it tends to break somehow. Make sure to install the 64bit version (vcredist_x64.exe) if you have a 64-bit Operating system.

Also make sure you install DirectX 9. Both should be installed by the game, the first time. But maybe something didn't sit right.

Thanks guys, no worries.

Steam should install that when you install the game. But maybe something goes wrong with it afterwards.

Also, I heard from someone-in-the-know that next update of Arma 3 (2.18?) this version 2013 should not be needed anymore. It will rely on a more modern version of the Visual C++ redistributable.
