1. Uninstall the game.
2. Download and install CCleaner and
scan/fix your registry.
3. Make a backup of Arma 3 folder in Documents.
4. Delete both Arma 3 folders in Documents and Steam:
\Users\*YOUR USERNAME*\Documents\Arma 3
\Program Files (x86)\Steam\SteamApps\common\Arma 3
5. Reboot your PC.
6. Run Steam as Admin, download the game.
7. Try to run Arma 3 (without mods).
I did this exact thing and it didn't fix it actually crashed faster this time.
16GB Ram
and x64-based processor.
But yet i have had arma 3 for years with pretty much the same spec's and it ran completely fine up until around a year ago in which i just stopped playing as it got too annoying and tried everything then to fix it but nothing worked.

You have there the rpg files for error, and if the folder whas not delete whit unistall try to empty the MP cache folder and try again to play.
