0xC000041D - Crash on startup

So, had this problem far back ago and never fixed it, so I instead deleted A3 entirely.
Now after a fresh install, ARMA 3 still dies on me every time I try to run it.
It gives the error code "0xC000041D - STATUS_FATAL_USER_CALLBACK_EXCEPTION"
I tried to go through the log and found This [i.imgur.com]
Suppose the game itself can't find the basefiles(?). I'm not trying to run any mods, nor do I have any launch parameters enabled.

Also tried to do a verify game cache, to no avail. My ARMA 3 folder is about 18,3 GB
