I consider it unplayable if I can't get scopes to work at all, and this is a NEW problem for me that I was not previously encountering when I ran it.
In both of those images I am aimed at the exact same point in the exact same scene. The only differnce between them is pressing N to toggle the otpics.
You need to check your keybindings.
That whiteout you see through scope is what you would get if night vision is active and it is bright day.
SOLVED: Finally found a forum chat that actually addressed the right question in another thread and I figured out what I was doing wrong.
The solution was that contrary to the hint in the help section of the game "N" is the keybind for night vision that just turn the screen white at daytime.
The correct key bind they (and me) were looking for instead is "left ctrl + right click", but that key combination will not do anything if you are already zoomed in without using the scope. Instead you need to right click to zoom out, then "left ctrl + right click" to toggle the scope/iron sights on, then right click again to use it. While scope/iron sight is in use "left ctrl + right click" will toggle between different scope setings and iron sights if available.
