Getting AI to turn their flashlights on (in-game, not editor)

I'm trying to get AI soldiers who I am in charge of in a single player mission to turn their lights on. All soldiers are equipped with flashlights on their rifles and it's night time. I am in charge of all of them but there is nowhere in the Action (6) menu to do this??

I've noticed that when the AI are in charge of a squad and they go past the necessary Waypoints (Aware mode, etc), they will automatically put their lights on/off/etc. I've noticed if I the player get them to change mode, they still don;t.

This was tried without mods on entirely vanilla gameplay.

Anyone had any luck? (in-game, not through scripts,etc)

EDIT: Right, so possibly an issue my end. Flashlights seem to come on when sending troops under your command into COMBAT mode. For some reason I observed it the other way around. It makes sense. However I'm still unable to command them freely. I am guessing that is not possible without scripts/serious modding?
