How to repair vehicles?

I was in the editor and put down a few enemies and attacked them in a heli. My heli got damaged so I landed and tried to repair. I was a repair specialist and saw the wrench symbol when looking at the heli and when I selected the "repair" option, he did the healing animation and didn't repair the chopper. After that, the wrench symbol was gone and the repair option was also gone, but it was still damaged when I got back in (and still smoking). The hell?

you can't totally repair the chopper

Gonna follow up on this ... looked everywhere but didn't find anything on Repari.
I had the toolkil. I was looking at an ammo pile that needed Repari. (I've never heard such a thing, but that's what the game was telling me.) I got real close ... as close as Open Door or Mount Vehicle, but didn't see the wrench.
Is there a step to deploy the tools in some way?

I believe the repairing by hand only somewhat fixes the base armor of the vehicle and wheels if I recall. But you have to service a vehicle if you want it fully fixed. I only go repair if I'm in a tank or other ground vehicle just for that reason

You'll need to spawn a repair vehicle and land the heli beside it that will fully restore the vehicle.
