And you have kinda bad Graphics Card, it's better to upgrade to GTX 660+
If you don't have enough to purches the graphics card, purches GTX 560 Ti. it's recommended almost in any game right now.

EDIT: As i know, there is no one almost that can run the game on Ultra with 60 FPS. well i think you can with Titan and Titan/GTX 690 SLI mode.. but you can't actully record the game with high FPS, so better to play the game on High settings.
Note: don't compare Arma's framerate with other games. 40 fps might be crap in other games but it isn't too bad in Arma. ;)
Thats a lie, im running at around 30-40 fps with a 650ti on all settings very high/high and like 4 on ultra, with AA&PP settings all maxed too. I do have a i7@ 4.2Ghz and 16Gig of Ram tho, but dont say the 650ti is a bad card when it clearly isnt. It also runs at a stable 30fps on ultra preset.
Second: 4 GB of ram.
Third: you have i7 core and 16 GB ram, and it's a cheap card and GTX 560 Ti is better then that. when you gonna read the ♥♥♥♥♥♥♥♥ ♥♥♥♥ you have typed with your stuff in your computer, and he's rig. then tell me if that's a lie or not.

The game recommends 4 gigs of ram and he's got 4. that means the computer will run slowley, because the game will use about 1.5+ RAM. now. look at the CPU, he's got i5 2310 @2.70 GHz. that's good, but not enough. the recommended settings means for high quality gaming with about 50 FPS.
i5/i7 is irrelevant. In fact, quite often the i5 is a better choice as it is easier to overclock. The cache different isn't of particular importance between i5 and i7 of the same series, when it comes to gaming.
30 fps is horrible!!!!! the OP wants to know if he can run this game on ultra... You do not run the game well on ultra....
