First theres is a website called iobit which has a few very safe programmes on the site to make your pc run in tip top perfomance these programme are iobit driver booster - this updates your drivers to the latest all on its own, advanced system care ultimate 6 which completley clean clean your pc registry etc etc etc its amazing and you can also find razer game booster here which shuts down background programmes when playing games.
These programmes have had many awards and have had over a billion users and there is a reason, they are amazing.
Get these from this website http://www.iobit.com/advanced-systemcare-antivirus.php also under downaloads is the driver booster which will update all your drivers in your rig with no issues at ALL.
All the above programmes are free and use NO cpu usage when not working in these days these are essential for a smooth running pc .
Verry important > also make sure inside your arma profile gpuframesahead is set to 1 not 1000, this file can be found here C:\Users\Marc\Documents\Arma 3 Alpha open the file called Arma3Alpha with notepad and you can change the setting insde there then save it .

Most important make sure view distance is set to either 500 and objects 500 leave shadows on 100, if you can try to reach about 1600 view distance if you can wihout to much fps drop.

Another thing is try run the game from a solid state drive it will run faster, defrag, make sure you check for malware etc etc your pc must be in tip top perfomance

Also add these command to the launch properties -cpucount=4 -noSplash -skipIntro -world=empty -exThreads=5 -maxMem=8095 -maxVRAM=1023 you can find this under libary right click the game choose properties and select launch properties and copy and paste the above. change cpucount to 6 if u have 6 cores and exthreads to 7 and ram to 4095 if u only have 4gb i only think arma uses 4 anyway these could be placebo affects but there has been evidence of people having had these help.
If you follow these steps you will get some improvement i guarantee it.
My specs
Notice my cpu running at 5ghz from a stock of 3.5 but have used a water cooler and its very stable 58c max temp running prime for 12 hours with no errors, if i downclock my cpu i struggle with fps but now i overclocked i run it np 60 fps in heavy firefights as long as the server as been scripted properly.
