Unlike most companies who don't allow you to mod the game, in ARMA 3, through the magical powers of modding, you will be able to steal enemy uniforms.
Will this stop the AI from shooting you ? No it won't, since that would require much more complex AI changes.
Could it be used to mess with people's heads in multiplayer ? Sure.
Is it really that important ? No, not really.
Actually, we already have something like that. Awhile back in an interview one of the devs spoke about how your treatment of the civillians will affect how willing they are to help you.
As in, shoot them and blow up their stuff and they might tell you to bugger off or help the bad guys.
