so it's something else ...
there is one theory that some routers/firewall have issue with the game traffic
aka too much of it (so some flood protection kicking in)
same goes on the ISP filters/routers/firewalls as it 'consider' it DDOS or similar
make sure you replace the beclient.dll here

I will say it again this is a good game, I want to play. With a brand new machine and the new router as supplied by my reputable ISP, I really should not be having these problems.
The problem seems to be narrowed down to the particular modem offered by your ISP. While certainly a problem, it's not something BIS or Steam can fix on their end so a refund seems unlikely. You can always try, just contact steam support and explain.
I understand it is difficult make a game like this that will run on a wide varierty of machines in the market. Even with my set up that is really quite standard, I am prepared to take any advice from the developers to get it working as it should, when really they should just work.
