I also have this problem and have no idea what to do. I have tried all the fixes as listed above, but really I'm not confident in poking around inside my router. Is there somewhere we can email to request a refund?

ok checked with BE author, the size of packets shall be no issue anymore for 'some time'

so it's something else ...

there is one theory that some routers/firewall have issue with the game traffic
aka too much of it (so some flood protection kicking in)

same goes on the ISP filters/routers/firewalls as it 'consider' it DDOS or similar
I just spend my entire morning on the phone to my ISP. I have reset my modem, upgraded and rolled back my firmware. Downloaded the battleye .dll files and replaced them, turned off all firewalls and I still can not play this game online. I appreciate this is a good game and I am not here to denigrate it, but I am unable to play it despite considerable effort on my part. Please direct me to an email/contact where I can arrange to have this game removed from my steam account and have my money returned or at least refunded to my steam wallet

LOL. Welcome to Arma. You are going to have to find the most stable server you can, with the lowest ping possible. This is BE response to you losing connection for too long or packet loss., not a problem with BE. Chances are things are tough all over. I bet if you jump back on the server you will notice many players reconnecting. This may be due to several factors, the most common being interclan warfare by ddossing each others servers for 3 minutes at a time, or some new voip exploit. Who knows? With Arma, anything is possible but a fun game. Try joining a clan that host servers off of the gamespy list. I bet you don't disconnect near as much.
Thanks Dwarden, I emailed Battleye support...and yes had already replaced those dll's. (I just did it again to make tripple sure)
I emailed Bastian at Battleye 3 days ago. While I appreciate he's a busy guy, all I have heard from him are you on a Boblite or similar?..I confirmed and nothing since....so still waiting for help...or a way to refund my money to my steam wallet.
Bastian has responded. He's told me my Boblite has a known issue with Battleye and has suggested I in consultation with my ISP rollback or change my firmware....I did go through this process several days ago. My ISP conceeded my brand new router was not rolling back the firmware (from 1518 back to 1500) like it should and are sending me a new router. I am sceptical a new router (same brand) will perform any differently...but when it arrives I will try it, what else can I do.

I will say it again this is a good game, I want to play. With a brand new machine and the new router as supplied by my reputable ISP, I really should not be having these problems.

The problem seems to be narrowed down to the particular modem offered by your ISP. While certainly a problem, it's not something BIS or Steam can fix on their end so a refund seems unlikely. You can always try, just contact steam support and explain.
A "known issue" to Battleye was certainly not know to me when I purchased the game. I made that purchase in good faith with every expectation this game would perform on my system and ISP. There certainly was no warning relating to my router, that is a very recent model.

I understand it is difficult make a game like this that will run on a wide varierty of machines in the market. Even with my set up that is really quite standard, I am prepared to take any advice from the developers to get it working as it should, when really they should just work.
Dear Battleye and Arma III staff and crew, I most sincerely and humbly apologise. My new Boblite router arrived today and I WAS able to rollback the firmware to 1500 and now everything runs a treat. The issue was with the ISP hardward that had been supplied to me.
