You are running mods, because that clearly isn't vanilla. It never makes sense to talk about "problems" with the game when you are running mods.
It is Novogorsk, you are right, but I tried clean Arma on Altis, and grass didn't seemed much different, there is just lower amount of those models, so its kinda ok to look at. Arma without mods, only Novogorsk added, is the same shi**y view. So I'm a bit confused, if something happen to Arms 3 core. I was used to that map for so long, as player and mission maker. No clue what happen here. Thx for time Chuck.
I tried vanilla Altis etc, grass is sharp too, don't worry, I tried also Novogorsk only (no other mods), same issue. Thats why I was asking for Arma 3 base files update or something. Just wondering..

Other than you using QuadHD monitor and different sharpness/AA settings I don't see that much of a difference in the general foliage model/texture quality.
From my knowledge dev uses the same render as stable and it at least looks the same as stable to me.
Anyhow, given that your screenshot looks fine to me if not with a much higher fidelity and sharper image quality than mine given that you have a QuadHD monitor (I have plain 1920x1080), I think that the case here is that you just need to find a good balance between your monitor resolution, AA settings and sharpening slider. Steam compression makes my screenshots look muddy, but I use the game's oversampling option to make the textures and edges look good and balance out the general blurriness that FXAA Ultra causes that helps with foliage.
If my game image settings are not balanced or set up correctly for my monitor, I do get very sharp ugly looking grass that shimmers every time I move my character and hurts my eyes. This shows up especially on modded maps that use lower quality cup_terrains objects.
I do not rule out that you could have a genuine GPU or monitor or game related issue that causes your game to not anti-alias grass correctly, as there have been cases with AMD cards where new drivers break ATOC etc., but this is all I can manage to help you with.
