when I am a commander of a crew I make the gunner look at the target actively shooting at us and I select open fire (he did not fire and we die) am I doing something wrong? or is the AI stupid?

You have to use the "lock target" command to target what you want, and then use "command fire" command to tell your gunner to fire. You also have to tell your gunner which gun and ammo type to use, they will only auto target infantry if you select MG or Auto cannons for your gunner. Keep in mind for tank main gun you will have to "command fire" every time you want your gunner to fire, pay attention to the top right "gun info" hud color to inform you of when the gun has reloaded, some guns and missiles you need to tell your gunner to manually reload with "reload" command every shot.
