Personally, I have not experienced any buggy or strange behaviour. The lack of a timer may be intended. If you recently have already withstood then you will not be able to do it for a while. This may even be beneficial. Enemies might still be around and move away first so you can regain conciousness. Make sure you have enough first aid kits on you.
Other times I've been downed, but just lay prone with my weapon raised only able to rotate on the spot, unable to fire. When this happens enemies engage you as if you are still a combatant.
My buddies and I noticed this happening from time to time. We were only wondering if there was an alternative system out there anybody used. We got used to Mike Force's rather intuitive and forgiving system where you at least get a countdown to give you an idea of the wait instead of fuming (that you went down because you tried to fire a rocket, got shot at by the AFV that wasn't destroyed by the hit, then in the attempt to shoulder the launcher you stood up, laid down, stood up, laid down and kneeled instead of firing when prone or chucking the spent tube and hitting the dirt like anybody with a brain would do.) and frustratingly mashing the "H" key while waiting for one of your buddies to get over to you and pick you up.
