For Coop, especially in bigger group of ppl, OPEX offers very cool starting setup and nice choose your mission system.
If I had to choose only one, for SP I think I would go with DUWS, with Forgotten Few just a step behind.
For example, the Prologue and East Wind campaigns come standard with the vanilla game. With the Laws of War DLC you also get the Remnants of War campaign, which occurs after the East Wind campaign. With the Tac-Ops Mission Pack there are a number of single-player campaigns including, Beyond Hope, Stepping Stone, and Steel Pegasus.
The Tanks DLC also includes the Atlis Requiem campaign. The APEX DLC includes four co-op multiplayer missions, but nothing like a real campaign.
This only covers the existing DLCs. The Creator DLCs also include single-player campaigns.
Having said all this, I personally prefer DUWS, DCO, and DRO primarily because they are randomly generated, making them more replayable than the static scenarios and campaigns.
