Most of the bad/low fps is crapy servers and the coding of the game mode.

- Check to see if you have a solid Internet connection. If not, upgrade.
- Join servers with a decent ping. This means don't join poorly optimized, or far away servers.
- Make sure you don't have a memory leak when running a mp mission. Bohemia kinda ♥♥♥♥♥♥ up with the whole 32 bit thing, so watch your memory issues.
-Lower things like PIP to reduce stress on your system.
-high -exthreads 7 -maxMem=<4094> -cpuCount=<4> -nologs -nosplash
Change cpucount to how many cpu cores you have.
(More info on these settings can be found at this link)

I think the biggest factor to how high or low your fps is in multiplayer is ping, like wolfy suggested you should join low ping servers. lower ping = higher fps / higher ping = lower fps.
You can also use a program called game booster that was bought by razor, it closes all applications you don't need and gives your computer a bit of a performance boost.

The result was: placebo's
Especially the part about memory allocation, page file, vsync and GPU FramesAhead.
BTW: there is no such thing as "-high" parameter in the game, it does nothing. If you really want to change the priority of the process use a tool like Process Lasso.
thanks for all the comments.
Here's my copy/paste I give players: Try us out on BECTI Warfare Seattle, WA www.ofps.net. Buttery smooth PUBLIC server with typical #'s between 20-40 people playing in the afternoon (PST, MST, CST, EST) and most players are in the USA with others being in Australia, Europe, Japan, China. It's a Team VS Team environment with AI also in the mix to make it interesting. We have an army of admins to keep it civil and a mission dev team to iron out bugs as they're reported. I've worked hard to make it one of the BEST public servers out there. Also, the guys communicate quite a bit via text/voice so be ready for that. Hope to see you on there! Here's a video to demo the mission: https://www.youtube.com/watch?v=JvrfBM8Wd5g
