Then, change that setting to 0 and see if it makes a difference.
If it does, great. If not, just replace it with your backup.
Quality difference between standard and low HDR is pretty ridiculous. I've thought about using standard regardless of performance. Low HDR just makes everything so bright and washed out.
SweetFX helps a little bit though.
edit: 16 is standard, 8 is low. So I imagine 0 is disabled. I'll test it.
yet A2: OA uses different HDR calculations so 16 is considered enough for A3
