Report a translation problem
It's a known issue by outdated drivers or related to your hardware. It seems not to be a bug in ArmA3.
When you have updated your graphics driver, set ArmA3 to run in fullscreen mode and restart it.
After this, you set ArmA3 to windowed mode and restart it.
Trial & error, with a little luck you can find a working solution.
You should also test if it comes to errors with TeamSpeak in connection to other software (not ArmA3) and report it to the TeamSpeak3 support.

Edit:
When you use a old video driver, and you do not play with the native resolution of your monitor, this error can occur, too.
So set the options to the real size of your monitor. and restart A3.
Hopefully ArmA3 then works without error and can be configured as usual.
