It's not the same thing, the A2 players liked the gameplay of A3, they just didn't like the 2035 setting.
I'm not talking about a setting, or content, I'm talking about features, and how the game plays. Arma 3 could be the peak because I don't see Arma 4 having the same features as A3, and likely never will.
Arma 4 might have a few feature with a little more detail, while other core features will likely to be lacking, or missing all together.
