How Do You Use The Rangefinder?
I have it in my inventory but it is not available.
Does it require batteries?
Also how does the thing in the top right corner that says 300m or 500m work?

The distance in the top right corner is the range your weapon is currently set to and you can use pageup/pagedown to adjust it. Try hitting B to bring up the rangefinder or binoculars

the thing at the top right is your weapons zeroing, to access your range finder press b. use + and - to zoom in
