And every part that you are wearing - Uniform, Vest, Backpack - has a specific available space for items. This is shown with a white bar under every clothing / backpack.
When the bottom bar is full now - you can not add anything to Uniform / Vest / Backpack even if their bar is not full.

If the backpack, or truck cargo inventory is full, then it is full. If you want to offload stuff from your backpack, to a truck or other inventory, you look at the destination first. Use the action menu or I key to open inventory. Select the back pack or wherever you need space. On the left column above you should see 'crate' meaning the vehicle/crate. Other wise you will drop stuff to the ground (showing Ground in the top of that section). Then it is simply a matter of dragging right to left. And back for vice versa.
Also, there is more tutorial content than just the Bootcamp/Prologue to the campaign. Look for VR-Training in the Tutorial menu of Arma 3 main screen.
