But in general APEX (Tanoa terrain) is considered the most value per currency unit. It does depend on what the DLC provides and if you like that.
Apex and Contact matter the most because they allow you to join severs that are running the Tanoa or livonia terrains respectively, how 'needed' they are is debateable but the point is that it's only these 2 DLC's that matter for joining servers.
Jets, Tanks, Helicopers, Marksman and Laws of War?
You already have the content downloaded when you bought the game, ownership of the DLC is required to USE it yourself, you are allowed to be on any server where other people or AI are using this stuff, you just won't be able to use it yourself and again, how 'needed' they are is debatable, only a handful of things are unique / have no free alternatives.
CDLC is another matter entirely but you won't see servers that use CDLC content without owning the CDLC in question, and outside of SOG you are not likely to find a public server using them anyway.
Arma is massively fun in multiplayer. Where else can you drive for an hour and a half with your pals just to be blown up by some ♥♥♥♥♥♥♥ in a jet?!!?!
