Some things are locked inside the serversettings, located somewhere on your HD. You can look it up where to find it and change the settings in the config.
Arma is an old game and a mess, a buggy mess, so often you need to rely on editing configs.
And yes, server profile settings override your own difficulty settings. If you host your own server from within the game, then it takes your own difficulty settings.

Instead there is a serverprofilename.arma3profile file somewhere in your server where the class DifficultyPresets belongs. If you used the -name= and -profiles= parameter then you would find it there. Otherwise the server profile takes the name of your Operating System useraccount that starts the server.

It is not bugged. So there is no point waiting on another version. It's because you are not configuring the server in the right way.
Or in the case of some difficulty settings, because of limited distances and not being close enough.
If im not wrong, the map extended content show enemy units even if u dont see it right? because for me its only shows allies units
