But i've seen people with 60 fps. i would realy like 60 fps cause 30 is just awful.
i get 20-40 and its never gone above 40. i got a amd fx-4300 and gtx 950. i've set everything on low but nothing is working.

GTA, Payday and CSGO, you say. This game is much more CPU demanding than any of those.
It is simple.
You need Nvidia AND Intel hardware.
Otherwise your framerate will suck.
And Devs are either too lazy or paid not to optimize the game.
I got Fx-6300 , CPU usage is around %25 percent, simply because it's not optimized
