A mod's workshop id is in the URL for its' workshop page. Ace's URL is: https://steamcommunity.com/sharedfiles/filedetails/?id=463939057
You want the numbers after id=
So to download Ace you would type: workshop_download_item 107410 463939057
The mod gets downloaded to "\steamapps\workshop\content\<appid>\<modworkshopid>\" under the directory that steamcmd is installed to so you will need to move them to the root folder of your dedicated server afterwords. Renaming the mod folders (like "463939057" to "@ACE") as you move them will be helpful if you want to change which mods are enabled later.

For the second error, your dummy account needs to own Arma 3.

the number 255710 is the game ID in this case.
